Handel Releases AFCARS Add-On for Child Protective Services/Indian Child Welfare Module

Handel Information Technologies is excited to announce the release of the AFCARS add-on for the The Indian Child Welfare and Child Protective Services modules. AFCARS stands for the Adoption and Foster Care Analysis and Reporting System. This system collects and analyzes data on children in foster care and those who have been adopted. It helps track outcomes for these children, providing essential information for policymakers and child welfare agencies to improve services and support for children and families.
RiteTrack was a natural fit for AFCARS integration because accurate data collection and the use of data to improve outcomes are core elements of RiteTrack’s mission. The Indian Child Welfare and Child Protective Services modules already collected much of the required AFCARS data elements, and those remaining have been added to the standard functionality. Updates were made to capture data on relationships, placements, adoptions/guardianships, and health condition assessments. This streamlined process, spanning from removal to placement and adoption/guardianship, is specifically tailored to AFCARS program needs.

Placement records include where the placement was made, jurisdiction, and funding source.
Agencies who administer AFCARS must submit quarterly data to the Children’s Bureau, and RiteTrack automatically generates those data sets for submission. This report compiles over 100 data elements for analysis by the Bureau. Compiling this data by hand is a time-consuming and difficult process, and when obtaining information from paper or Excel is often inaccurate. RiteTrack ensures that the necessary data is entered during daily casework, and then becomes accurate information on efforts and outcomes. Additionally, RiteTrack has other standard reports that provide information on demographics, placement information, and case outcomes.
The release of the AFCARS add-on underscores Handel’s dedication to equipping social service agencies with comprehensive systems that improve outcomes and justify continued funding. Whether implemented within a single department or across multiple departments, RiteTrack enhances operational efficiency and data integration.
